Great Expectations...

In the passage I'm about to quote, I don't get why him being a tenant to her would be requiring to much of her? Also is the have yearly and quarterly the way they reference time?

"Isn't it just barely possible that Uncle Pumblechook may be a tenant of hers, and that he may sometimes-we wont say quarterly or have-yearly, for that would be requiring too much of you- but sometimes-go there to pay his rent?"
